Comval DILG turns over E-CLIP assistance to former rebels
Compostela Valley Province—The Department of Interior and Local Government (DILG) in partnership with the provincial government of Compostela Valley and the Department of National Defense (DND) conduct turn-over of Enhanced Comprehensive Local Integration Program (E-CLIP) Assistance to Compostela Valley beneficiaries on September 27, 2018 at the Social Hall, Capitol, Nabunturan, Compostela Valley Province.
A total of sixty four (64) former rebels (FRs) beneficiaries receive their immediate and livelihood cash assistance of Php 65,000.00 each with an over-all total of 4,160,000.00 pesos from the DILG.
The DILG also released a total amount of P2,101,000.00 for the firearms and remuneration for the FRs.
Attending the program were Governor Jayvee Tyron L. Uy together with DILG Provincial Director Noel C. Duarte, Vice Gov. Manuel Zamora and the provincial officials.
Also gracing the occasion were the Undersecretary of the DND USEC Reynaldo B. Mapagu, LTGEN Benjamin R Madrigal Jr of the Arm Forces of the Philippines (AFP), Commander of the Eastern Mindanao Command (EastMinCom), MGEN Noel S Clement- Commander 10th Infantry Division, High Ranking Officials of the Philippine Army (PA) and DILG XI Regional Director Alex C. Roldan.
During the program Governor Uy expressed his gratitude to DND USEC Mapagu the chairman of the “Task Force Balik Loob” for visiting and attending the program for the FRs of Comval as well as the high ranking officials of the AFP.
He also emphasized the “Walang Iwanan” and the Bayanihan Programs of the Province banking on the whole-of-nation approach which aims to help each other.
“Nagpasalamat ko sa inyuha sa inyung pag bag-o sa hunahuna nga mubalik sa gobyerno, kay daghan ug programa ang gobyerno para kanatong tanan ug angayan ninyu mahibaluan kung kanus-a ug asa ta muduol para magpatabang sa gobyerno. We have lots of committee to look and help you, we do all the way to help you,” said Gov. Uy.
On the other hand, Usec Mapagu enumerates the benefits and other forms of assistance for all qualified FRs and their beneficiaries such us the safety and security guaranteed by the Local Government Unit (LGU), Philippine National Police (PNP) and the AFP from the time the FR surface.
He also shares the immediate cash assistance; facilitation for their birth and marriage certificates and issuance of Identification Cards (ID); support to relocate and secure the FR and their family; as well as the livelihood assistance and firearms remuneration.
Among the benefits and other forms of assistance given to beneficiaries include temporary shelter for surrenderees or the “Halfway House Assistance”; Philhealth enrolment under the PAMANA sponsored program; Medical Assistance package by the Department of Health (DOH); Housing Assistance from the National Housing Authority (NHA); Modified Conditional Cash Transfer; Legal assistance by the Department of Justice-Public Attorney’s Office; Livelihood materials and implementations as well as the Healing and reconciliation initiatives to provide psycho-social support to FRs and immediate families.
“Nagpapasalamat ako at kayo ay nagbalik loob sa gobyerno. Kaya nga kami nandito sama-sama tayo at ang ating mahal na Pangulo para magtulungan tayo para sa ikakaunlad ng ating bansa,” said Mapagu.
“Ang ating mahal na Pangulo ay sensiro sa programa na ito, at bukas ang kanyang loob, puso at ang kanyang palad para sa ating mga kapatid na nawalay ng landas,” Mapagu ended.
On the other the Department of Trade and Industry (DTI) also provides livelihood seedlings program assistance to the FRs in Region-XI and the trainings and provision of starter kits.
The livelihood trainings will start on October 2018 for the 70 FRs were identified, interviewed and profiled. The provision of the livelihood kits with a total budget of Php420,000.00 will be on November 2018.
