(Speech delivered by Gov. Jayvee Tyron Uy on the 31st Anniversary Program of the 701st Infantry Battalion at Mawab, Compostela Valley last July 15, 2019)
It is my pleasure to speak before the honorable men and women of the 701st Infantry Battalion, Philippine Army led by Col Steve Ducusin. I consider it a great honor to once again share the stage with the uniformed personnel of the Armed Forces of the Philippines, an institution I deeply respect. Thank you very much for the invitation!
First of all, I wish to extend my warmest greeting and congratulations to the 701st Infantry Battalion for their 31st anniversary. Tinuod nga layo-layo na gyud ang naabtan sa inyohang unit ilalom sa liderato ni Col Steve Ducusin nga ginakonsidera nakong usa sa mga pinaka-aktibong commanding officers dili lamang sa Compostela Valley apan sa tibuok nasud. The contribution of Col Ducusin and the rest of the men and women of this battalion in our province’s pursuit for enhanced peace and security has truly been outstanding. Usa kamo sa mga nag-una diha sa pagengganyo sa atong mga kaigsoonang nahisaag nga mubalik sa sabakan sa gobyerno. For 31 years, you’ve stand tall and firm in our government’s quest for peace and harmony in our communities. With that, you deserve all praise, appreciation and commendation.
Every chance I get, I always say that peace is my main priority in governance. I said it in my oath-taking speech, the next three years of my term as governor will be devoted in the attainment of peace and stability in our communities, especially those situated in Geographically Isolated and Disadvantaged Areas. I am aware that in order for peace to happen, a purely military solution is not enough. We need to look at conflict from different angles- social, economic, political and cultural. We need to have a holistic view of it in order to stop it.
That is why, we created the Oplan Pagbabago Program. Panlantaw sa Oplan Pagbabago nga dalahon ang lahi-lahing serbisyo sa gobyerno sa mga pinakalagyong dapit sa atong probinsya. Last Friday, we were able to conduct the Tunol Serbisyo in Barangay Rizal in Monkayo and in the other week in Barangay Araibo in Pantukan. An important aspect of Oplan Pagbabago is the “whole of nation approach”. We gather all offices of the Provincial Government, national government agencies and non-government organizations to address the short-term and long-term needs of our communities. Pinaagi sa pagtinabangay, atong matagaan ug solusyon ang dugay nang problema sa atong komunidad. Oplan Pagbabago is bayanihan at its finest. Sama sa akong pernamente ginasulti, we can never go wrong when we are together. Wala’y lisod o imposible sa katawhang nagtinabangay.
To further strengthen our efforts, we will soon release our local version of Executive Order 70 issued by President Rodrigo Duterte. We will convene our own convergence clusters for the Task Force to End Local Communist Armed Conflicts (TF-ELCAC) to have a more concrete action against insurgency in our province.
With all of these initiatives, I am hopeful that the 701st Infantry Battalion through the leadership of Col Ducusin will continue to be cooperative to our efforts. In all these endeavors, we need the collaboration of our armed force. As they are in the frontlines of securing our land and protecting our people from threats, they should be part of the process, from the discussion to implementation.
Padayon tang magtinabangay aron makab-ot na nato ang atong pangandoy nga kalinaw ug kalambuan para sa tanan. Sama sa akong giingon sa akong oath-taking speech, ang akong pangandoy wala na’y bata pa sa Compostela Valley ang magpabiling dili kaadto sa eskwelahan tungod sa kagutom, wala na’y komunidad nga kinahanglan mubakwit tungod sa engkwentro ug wala na’y pamilya magpabiling kabus tungod kay wala natagaan ug saktong oportunidad. The strength of a people is always measured by the welfare of the weak. Only then, there can be peace.
